Is there no way to apply/remove a tag or tick the "Exclude note from study sessions" box?

See Note > Change Tags. Just select the notes, and then use that menu item.
We don't have anything for excluding from study sessions. That is supposed to be more of a once off thing you apply to a note that is a bit different (eg first note in the stack), so we don't have batch handling of that.

The use case I was aiming at was importing a whole stack of vocabulary cards from Quizlet for my kid’s Spanish class. The teacher periodically issues updates like “study cards #10-27 and #57-68” and I thought I could make a smart stack that just grabbed the cards that didn’t have what seemed like a tailor-made exclusion flag. But there’s way too much friction toggling that flag for each card, so instead I just snipped out the relevant parts of the list before import and import additional cards as needed into the active stack.
