limit on due notes (parameter for a stack)

I just want to make sure I'm understanding the parameter correctly. If I create a stack with 25 cards and have the "limit on due notes" option set at 100, then the limit will never come into play, correct?

Or is this limit in regards to the number of cards in a study session, so that , if the app is scheduling notes and by the time it has reached this stack in the process to add this stack's due notes to the session, it does not add any from this stack because of the 100 note limit that has been selected from the stack? That seems to awkward to be the intention, so I gotta believe its the former, but figured I'd better make sure.

Your original hypothesis is correct. With 25 notes, the 100 due limit will never take effect.
