Sync via iCloud - downloading vs uploading
When I tap "Sync via iCloud" on my iPod, and it gives a message such as "55MB to download", is this indicating that it is "downloading" from the iPod to the Cloud, or "downloading" from the iCloud to the iPod? Likewise, the status message may read something like "12.13MB down, 1.91MB up"

You can use Command ⌘ instead of Control ^ on Mac

OK, so it doesn't sound like you have the demo. (That demo message is there in the paid app as well.)
Then the problem is likely in the iCloud settings of System Preferences.
Make sure you are signed in, and that the Documents & Data is turned on (see screenshot).

Yes! That was not checked but the switch will still not turn on.

Okay, just kidding. It worked!!! I had to close out the app and reopen after turning Documents & Data on in iCloud. Thank you for your assistance, can't wait to get going on the iPad.
